CDIC Executive—Biographies

Michèle Bourque
President and Chief Executive Officer

Michèle Bourque is the President and Chief Executive Officer of the Canada Deposit Insurance Corporation (CDIC). Her expertise in all aspects of deposit insurance – most notably in the area of risk assessment and management – has positioned her as an authority on the role of deposit insurance in supporting the stability and soundness of Canada’s financial system.

Ms. Bourque has been with CDIC for 18 years. Since joining CDIC in November 1992, she has been involved in a number of key areas within CDIC, including the risk assessment, monitoring and resolution of member institutions and has also been instrumental in the addition of bridge bank to CDIC’s intervention powers.

Prior to joining CDIC, Ms. Bourque worked in some large Canadian corporations, including the Royal Bank of Canada and Bell Canada. Prior to her appointment as President and CEO, Ms. Bourque was CDIC’s Executive Vice-President, Insurance and Risk Assessment. Ms. Bourque holds a Masters of Business Administration from the University of Ottawa, a Masters in Science in Economics and a Bachelor of Science in Economics from the University of Montréal.

 

Jeffrey A. Johnson
Senior Vice-President, Insurance and Risk Assessment

Mr. Johnson was appointed to the position of Senior Vice-President, Insurance and Risk Assessment in November 2010. Prior to joining CDIC, Mr. Johnson held several executive level risk management positions in the US and Canada at large financial institutions and publically-traded firms, including Canada Trust, TD Bank, TD Waterhouse and E*Trade Financial Corporation. Most recently Mr. Johnson led Risk Management at First Solar Inc. in New York. Mr. Johnson holds a Bachelor of Science degree (Engineering) from the University of Waterloo and an MBA from the University of Alberta.

 

Dean Cosman, CA
Vice-President, Finance and Administration and Chief Financial Officer

Dean Cosman rejoined CDIC as VP, CFO in late 2011 after several years with Export Development Canada (EDC) where he most recently served as EDC’s Vice-President and Corporate Controller.

As CDIC’s VP, CFO, Mr. Cosman is responsible for the Finance, Treasury, Information Systems, Facilities, and Corporate Risk and Reporting functions.

Mr. Cosman moved progressively into more senior positions at CDIC prior to his time at EDC. Mr. Cosman initially joined CDIC in 1995 working as a Risk Manager. He later moved into the Internal Audit function and rounded out his experience as Corporate Controller.

Mr. Cosman holds a Bachelor of Commerce degree from Carleton University. He is a Chartered Accountant, Certified Internal Auditor, as well as a graduate of the Executive Development Program at Queen’s University.

 

M. Claudia Morrow
Vice-President, Corporate Affairs, General Counsel and Corporate Secretary

Ms. Morrow joined CDIC in 1995. Prior to that time she practised corporate law in a private law firm in Ottawa. Ms. Morrow was appointed Corporate Secretary of CDIC in 1998 and Vice-President, Corporate Affairs, General Counsel and Corporate Secretary in 2003.

Ms. Morrow obtained her Bachelor of Civil Law and Common Law from McGill University, and was called to the Ontario Bar in 1984. She also holds a Bachelor of Arts (French studies) from Concordia University. Ms. Morrow is a past President of the County of Carleton Law Association and has served on the Executive of the Ontario County and District Law Presidents Association. She has also served on the boards of other non-profit organizations.

 

Thomas J. Vice
Vice-President, Complex Resolution Division

Mr. Vice has been with CDIC since 1989 after previous experience at the Bank of Montreal and the Office of the Superintendent of Financial Institutions. He began his career at CDIC as Director of Monitoring where he was involved in the intervention and resolution of a number of financial institution files handled by CDIC during the 1990s. Mr. Vice was appointed Treasurer in 1996, Senior Director, Finance in 2001 and held the position of Vice-President, Finance and Administration and Chief Financial Officer from 2003 until his appointment to Vice-President, Complex Resolution Division in September 2011.

Mr. Vice holds a Bachelor of Arts (Economics) from Queen’s University is a Certified General Accountant and holds a Chartered Financial Analyst designation. He is also Chair of the MS Society, Ottawa Chapter.
